Lotteries work. I have seen it first hand. You can place yourself in the running for a beautiful apartment, if you qualify, i.e., meeting financial guidelines (do not be discouraged by what you think is the range), so that you may have the option to be called, if you are looking for an affordable apartment in NYC. It may take a while, though I witnessed it; someone’s life continues on as usual, then one day, they get the letter. Everything changes. If you are still interested at that time, great. If not, the next person on the list will be notified.
